request #10748: Do not display empty files list when there are links
In the FRS (with frs plugin), when I open the release note, in the "release notes & files", I should have: * if no files & no links => files with empty state * if files & no links => only files * if no files & links => only links * if files & links => both Change-Id: I68392ba5da7cd8b0a97d9ceb31ef673357fee695
