Fix active/hover state when there is a background

Inject in db table project_background a background (bridge|beach) for a project. Go to a FP page in administration like [references]. The tab should be marked as active (top border). Go to a BP page and open the tab menu of permissions. The permissions tab should be marked with the same top border.
