Closes request #31553: Do not depend on `perl` meta-package

This reduces the number of depdencies we pull leading to a smaller Docker image and less potential vulnerabilities reported by vuln scanners (we really do not need `kernel-headers` in the Docker image...). Note the issue only affected EL9, on EL7 systems `perl` is only the Perl interpreter. Change-Id: I65dd6c8a139853ee872f6b550656a512e730b5ee
