request #12321: Block access to the POST /git/{id}/build_status endpoint

This is the last step before the definitive removal of the endpoint. However a fail safe is introduced, administrators can use the option rest_git_build_status_whitelisted_repositories_id to temporarily let users access the endpoint for specific Git repositories.
