request #8970: mod_perl can not be loaded by Apache on a fresh install

To test it, you can do a fresh install and check the file /etc/httpd/conf.d/perl.conf is not empty. This bug was introduced by commit 6498064 (request #8758). Change-Id: Idcbf45c3f68e48f9e53c81ef1416e896eb18b0a8
