Log into a text file messages marked as error, exception or fatal by MediaWiki

To test either redeploy manually the file or rebuild and redeploy the package. Note this is basic logging into a text file. More advanced scenarii like pushing logs into GrayLog or into syslog will dealt with in a future contribution. For the time being the logs will always be wrote into `/var/log/tuleap/mediawiki_standalone_log` whatever the configuration of Tuleap is.
