request #11320 Tuleap Cookie prefix must be used in python scripts

This issue has been introduced by e8da2b2ccea519a0593d33f604f31037d805dc92 Tuleap cookies now use a prefix. The python utility inlcude.py with get_cookie_prefix() method must also uses this prefix otherwise it's no more able to identify the user. To test it, go to a CVS service in a private project, you will always have a permission denied error. Change-Id: I45ad4bfa0f1f86ebfa9690fef6652fe6edcdb620
