feat: Display promoted trackers in sidebar by default

The feature flag is now activated by default. 1. Make sure you don't have a row with `feature_flag_display_promoted_trackers_in_sidebar` in `forgeconfig` table. => trackers are displayed in sidebar for every projects 2. `tuleap config-set feature_flag_display_promoted_trackers_in_sidebar 0` => trackers are not displayed in sidebar 3. `tuleap config-set feature_flag_display_promoted_trackers_in_sidebar 1` => trackers are displayed in sidebar for every projects 4. `tuleap config-set feature_flag_display_promoted_trackers_in_sidebar 116,123` => trackers are displayed in sidebar only for projects 116 and 123 This forces us to adjust the `ForgeConfig::getArrayOfInt` so that '0' is not considered as "feature flag not set", since we want to distinguish now between no value and explicit 0.
