Run Simpletest unit test suite with PHP 7.4 in the nightly pipeline

Most of the changes are CentOS7/MySQL 5.7 related. One class of test has been converted to PHPUnit while identifying a PHP bug (it looks like alpha are useful). Part of request #13487: Run Tuleap test suites with PHP 7.4 Change-Id: I44ccc77f1aa9b12b205eb57829bb284b2ebdeb49
