Closes request #29244: Move the logic to build "local" documentation package into the main repository

This simplify the logic instead of 2 external repositories and some instructions in build pipeline the package is built with the other "additionnal packages". To test you can build the package and deploy it on your dev instance, the local documentation should be available. Change-Id: Id9156868dc6f027d4cfc08e385bc1902e5e93701
