request #23456: Make sure /var/tmp/tuleap_cache/php directory is present on boot

This avoid issues when `/var/tmp/` is on a volatile filesystem. Note this is not an issue in a container environment since we will always call `tuleap-cfg site-deploy` during the container startup. You can test this contribution by removing the folder and use systemd-tmpfiles to create it: systemd-tmpfiles --create /usr/share/tuleap/src/utils/systemd/tmpfiles/tuleap.conf Change-Id: I68ab21e14771e3ca77b7131759c4d6c0bb7a8cd8
