request #11012 TTM generates a fatal error at project creation

If you create a project from template that have : * TTM enabled and available * TTM not configured * Some trackers already existing with shortname required by TTM then a fatal error will be raised. This is hard to reproduce because it's due to an old installation and setup. Change-Id: Ie3f7a14823bfd897f0039d5c3c02547bddf31be2
