request #12803 Tracker field permissions page not refreshed after form submission

When a tracker administrator updates a tracker field permission, the permissions are well saved in database but the Web UI page displays the old information. The user need to refresh its page to see the updated content This is due to permission caching done in permission_get_ugroups_permissions() function in src/www/project/admin/permissions.php Change-Id: Ia9f30b35c9bea8bdcb97b36b3ade7123302eb287
