chore: Configure theme variant via config-set

Instead of forcing platform administrators to edit `local.inc` file, we should let them configure allowed and default variants via `tuleap config-set`. This has the advantage to be able to validate what they are trying to configure (typo, inconsistency, …). No functional changes, current configuration is kept without doing anything.
