Fix unresolvable dependency of the dynamic credentials plugin

The dist tag was missing in the package so the package required a version of Tuleap without the dist tag which is not something that exist so the dependency was not solvable. This is part of story #11239: generate dynamic credentials from HashiCorp Vault into a Tuleap instance Change-Id: I2de5062a4bcd9e489ae62b700cdcfd518d92d935
