The release note link in the Help menu is highlighted until the menu is opened once

The current approach with the :visited selector can be a bit confusing: * users might open the menu but will not see any changes if they have visited the release note before (e.g. when using multiple Tuleap instances) * the release note link can stay hightlighted even if the user has already opened the menu with the notification once. It makes the highlight less obvious because some users will always see the link with the yellon color and will not understand why the help button notifies something has changed Part of story #15102: highlight informations to the end user Change-Id: I12d60c7c56a475b132ea9f62e853e924480c282b
