chore: Switch popover from popper to floating-ui

Use same library than dropdowns to position the popovers. Follow-up to a9465a68f5b3cf2682e49a6cb1b18b7ffce12307. Floating-ui is the next generation of Popper: https://floating-ui.com/docs/motivation No functional changes expected (except maybe 1px alignment diff here and there 😁).
