Implement story #33007 Remove the "Add parent" button from Planning view

How to test: - Browse the top-backlog or a release planning view. - On the top-left, there is a button with a dropdown. When you open the dropdown, it no longer has a "Parents" section with "Add Epics" dropdown button. - The dropdown is still shown when multiple trackers can be planned (for example Bugs and User Stories). - The single button (Add User stories) is still shown when only a single tracker can be planned.
