chore: Make sure .ssh folder stays owned by codendiadm

Implements request #37601 SSH folder for codendiadm should keep its owner in dev container No functional change. If you stop, remove and recreate your "web" container, /var/lib/tuleap/.ssh/ should stay owned by codendiadm (and not some random user like dummy, tuleaprt, etc.) You should be able to create / update Git repositories right away, System events should not be in error due to not being able to resolve `gl-adm`.
