fix(svn-el9): disable e2e svn tests

Right now tests doesn't pass because of change of behaviour in 1.10 related to duplicated path. The fix will take time to be completed, let's comment the end 2 end test so we can have the other tests running. Part of: request #31541 svn 1.10+ no longer supports duplicate sections Change-Id: I19b1855da0362e4a036e826991f5a34c2efd1cbf
