request #37204 tuleap-mercure: bump minimal Go version acceptable to build it

Current version allows Go 1.19 which makes osv-scanner unhappy because it detects "uncalled vulnerabilities" in the stdlib. No functionnal changes, we were already using Go 1.21 to build it. Change-Id: I5783ac27fc08e5b673f0c476de2883309756e31e
