chore(el9): Ship our own htmldoc

epel9 doesnt provide htmldoc package that is mandatory for MediaWiki PdfBook extensions (for both legacy & standalone MediaWiki). We ship our own (actually the nix version re-packaged by ourselves) version in both el7 and el9 distribution because it's more recent than what is available in epel.
