fix: artidoc should save new description as html

The payload was malformed, the `format` should be part of the `value`, alongside `content`. To test: edit a section and save. Go to the artifact and edit the description: the format should be html, not markdown. Part of story #37543: edit Artidoc sections Change-Id: Ib1e6230196a705b4a9dc76bf11a34c78651e39dc
