Enable explicitly the kanban at first install in the Docker images

This is not an issue right now as the files are still provided by the agiledashboard RPM package and the agiledashboard plugin requires it (so it will be always enabled) but this is something that is likely to be forgotten later on. No functional changes and there is nothing to really test as nothing is supposed to really happen :) Part of request #32645: Extract kanban from agiledashboard Change-Id: I15c3df20f09a61e8801b40fe31d6824396dcab46
