request #9710: Remove license agreement

Site admin should not be prompted about license agreement after installation of Tuleap. To test on an already existing instance: rm /etc/tuleap/CODENDI_LICENSE_ACCEPTED => you should not be prompted about license agreement anymore when you connect as super admin user.
