request #10811: Do not display soap documentation

SOAP API is deprecated, we should not display its documentation in new instances so that users are not tempted to use it. Users that need access to SOAP documentation need to add the following in `/etc/tuleap/conf/local.inc`: $should_display_documentation_about_deprecated_soap_api = 1; Change-Id: Ia00f33896cded8366b106de51a545ad30007c9d4
