Prevent status update when done is still configured

Given a tracker has both status and done semantics configured, then administrator cannot update the status field if done is still configured. This will reduce the chances to end up in inconsistent data between done and status semantic. While I was here I updated the behavior of status semantic deletion: - A.D now minds its own business (notifications check is moved to tracker side) - No need for A.D to be activated to be able to delete the status.
