fix: Bypass ulimit failure

Part of request #38254 Move test images to an el9 base Sometimes `ulimit` can fail when running tests-rest, but test suite still valid. So we bypass this failure. *No functional changes expected* Change-Id: I71d144c2c1aab0f69574c202f908c94ff4073184
