feat: experimental package for tracker_cce

That way we can start testing the plugin in experimental platform. To test, you can run the following command: > OS=centos7 EXPERIMENTAL_BUILD=1 tools/rpm/build_and_run_packages.sh --src-dir=$PWD The plugin should be installable (as rpm and in the interface).
