request #14271 git webhook can not be deleted if they never had history
How to reproduce: In a git repo, access to its settings, then in webhook create a webhook, and then directly try to remove it: - success message is displayed - webhook is not deleted Apply the patch, next deleted the webhook The webhook, is deleted Change-Id: I89b126cb86fb4daea33d2f2320d0a3ef4ac9e87c
