Move admin toolbar item into the root breadcrumb for trackers

Part of story #11189 have a smart bread crumb Go to trackers. You should see a bread crumb. If you are admin, you don't have a toolbar and you can access to the administration via the breadcrumb's dropdown. Change-Id: I72130f5598b9ac152ba2d03c1fadc79f2087d35b
