request #9928: license approval should be off on a fresh install
sys_frs_license_mandatory is now off by default sys_exchange_policy_url does not link to plugins/docman (one less core-plugin dependency \o/) In the FRS (and plugin FRS), if you download a file: * If sys_frs_license_mandatory is 0, then no popup (as before) * If sys_frs_license_mandatory is 1 AND sys_exchange_policy_url = '', then links points to nowhere * If sys_frs_license_mandatory is 1 AND sys_exchange_policy_url is filled, then everything is awesome ♫♪™ Additionally remove some references to /plugins/docman in core (eg. help, tos).
