request #11401: Edit button should be a link
In a milestone, one should be able to middle-click on the edit button for a given submilestone (or choose open in a new tab in the contextual menu). We don't always want to display the modal to interact with the artifact. Change-Id: Ie7e1e2a928a580551bad53acf37fff429c4b8b09
