chore: Close request #35478 stylelint: 15.10.1 -> 16.1.0
No functional change. Stylelint should no longer raise any deprecation warnings. Notes: - Also added a `make stylelint-fix` target. - Deleted rules are now properly handled by the external configuration packages. - Changes to scss files were automatically made by stylelint.
