request #10343: Build should fail when there is an error during component build

How to test: - add an error in one of the component's scripts. For example, in tuleap/plugins/tracker/package.json, change "true" to "false" - 'npm run build' at tuleap root should fail and exit with status 1. Change-Id: I0f53cd96842bd93271ceb688e08ef337768e5bf0
