Closes request #28893 Psalm: 4.26.0 -> 4.29.0

Makefile helpers target have been updated to keep the `.git` on the source folder used to re-compute the baseline. Turborepo uses Git to determine is something has changed and appears to be confused when no Git repository is present (things does get build in the appropriate order).
