request #9299 combine with hash
Files concat might be tedious if we have to rebuild everything everytime a plugin or core change of version (basically we have to build at each version change). Introduce a new strategy based on hash of generated file + manifest instead of version. This has two main advantages: - First, dev no longer have to rebuild combined file each and everytime - Second, on delivery we are 100% sure that files are always up-to-date, even with a patch release that wouldn't have triggered a VERSION update.
