request #10295 Avoid running scss-lint in build task in TLP (redux)

When I run 'npm run build' in TLP, scss_lint is no longer run on the doc's sass files. When I run 'npm run watch' in TLP, scss_lint is still run on the doc's sass files on changes. Change-Id: Ic85ac31348b0ce38477b8a66f9933028415c1671
