request #8424 Force clear caches at Tuleap start

Sometimes install and/or update processes doesn't properly clear caches. Now "service Tuleap start" clear the caches as it's part of install and upgrade system and is intended to be ran at the very end of the process. Change-Id: I07a5d35a4353eb853c735ea78888b4e9dfe1a19f
