Upgrade outdated dev dependencies

Part of request #12687 Upgrade dev dependencies January 2019 edition How to test: - No functional change expected in Tuleap. All of these upgrades should be transparent (No change in make post-checkout). Most of them fix bugs, some add new features that we can leverage later (for example Jasmine) Another patch will upgrade webpack because it switched to a different minifier which might break our assets.
