request #16139: <ftp_frs_dir_prefix>/DELETED/<project_name> folder is not renamed when a project is renamed
Reproduction scenario: 1. In a project delete a FRS file 2. As a site administrator, rename the project 3. Try to restore the deleted file: the restoration will not work and the system event SYSTEM_CHECK is in error. Change-Id: I50c8505510be4b3366bca434181f9ff9022b06a1
