request #13722: Fatal error on AD when no timeframe semantic

Given you have an agile dashboard setup without any semantic (not up2date xml template) Then you should not end up with a fatal error on agile dashboard homepage. To test, you can use an old xml template without any timeframe semantic defined in it. Or you can use an existing agile dashboard and manually remove the timeframe semantic on release and sprint trackers (in db). Change-Id: I6d7fa0bf1cd1ef364468337b3c51aca52a8ba27c
