request #12272: Can not restart PHP-FPM after PHP-FPM upgrade

This contribution creates an empty configuration file for the default PHP-FPM pool, otherwise the file will be recreated by the RPM during updates and it will conflicts with Tuleap configuration. Change-Id: I631fb3f43e95ca5b81504c06a1e1932ccbbad03c
