Capture full exception context when logging notification failures

Not having the stacktrace is annoying when troubleshooting. Also letting the logger deal with it makes things more consistent which is nice. Part of request #29652: Exceptions raised when sending mails must be logged as error Change-Id: I32198571f4002ce23b9206535d28837de1fcaac1
