request #9743: Emailgateway tracker config is not always taken into account

Switch email gateway in token mode. Update an artifact with a user in CC. This user receives a notification. Switch email gateway in insecure mode. Tracker does not allow creation/update by mail. User reply to the notification. The artifact MUST NOT be updated by the reply. Change-Id: Ia02a9e0f9d9bac05fe8cb3049daa20c60c184469
