Closes request #29643: PHP segfault when running dev tools

The fix has been merged in nixpkgs [0] so this contribution updates our pins and remove the workaround we had put in place. Outside of PHP, only the docker-compose upgrade (2.12.2 -> 2.14.0) is really significant for our dev env.
