part of story #8283 Enhance project creation user experience How to test: have a flag enable_not_mandatory_description in local.inc Given flag is set to 1 in local.inc Then description is no longer mandatory at project update Given flag is set to 0 or is not present in local.inc Then description is mandatory at project update Please note that flag is only for dev purpose, in order to don't have a big mono review, I introduce this flag. Once project update and project creation will be able to manage non required description I'll add the corresponding action in site administration section.
