request #14761 Stylelint should disallow outputting block comments

As per our Developper Guide, we should never have "/*!" comments. Block comments starting with "/*!" are now forbidden. Also most CLI flags have been moved to the configuration file (I learned you could do that). Change-Id: I102fb0a9564054e1e8a43e033baece963a223c0b
