Why? - when project templates are invalid, we still want to be able to create new project => this can cause #regression and our customer might be not happy why a sudden changes in tracker name length - when a customer export a project as xml our support team must be able to create the data again Change-Id: Ic99801f130396f306470058ea745f79cf8e48465
