fix: Image inclusion for consumers of tlp-styles

part of request #29982 Split `tlp` in smaller packages How to test: - Go to a tracker report. In the "Export" button, click on the "Generate cross-trackers document" option. A modal should open. - In the modal, the selectboxes should show the "arrows" image at their right-hand side. Why ? Variables were not being evaluated, and so ended up "as is" in the final CSS, thus failing to load the images.
